Goa University Investigates Cultural Fest Incident Involving Student Parade

Goa University has initiated an internal inquiry into an incident where male students allegedly paraded in their underwear during a segment of a recent cultural festival. According to university sources, the matter is being formally investigated and is expected to be brought before the Executive Council for further discussion and necessary action. The segment in question reportedly took place during a performance titled “Third Degree.”

The development follows the Goa Human Rights Commission (GHRC) taking suo motu cognizance of the issue after media reports surfaced. The Commission has issued a notice to Vice-Chancellor Dr. Harilal B. Menon, requesting a formal explanation by July 23, 2025. An official report from the internal probe is expected by mid-July, with the university considering policy-level steps depending on the findings.
