Government of Goa Explores Collaboration with Starlink to Enhance Digital Infrastructure and Connectivity Across the State

Panaji, Goa – The Government of Goa has initiated discussions with Starlink, the satellite internet constellation operated by SpaceX, to explore opportunities for delivering high-speed, reliable satellite-based internet services across the state. This potential collaboration aims to strengthen Goa’s digital infrastructure, bridge connectivity gaps in underserved areas, and support the state’s ‘Digital Goa’ vision.In a series of strategic meetings held on December 12, 2025, Hon’ble Chief Minister Dr. Pramod Sawant met with a delegation from Starlink, led by Ms. Lauren Dreyer, Vice President of Starlink Business Operations – Global Access & Operations. The delegation also included Shri Prabhakar Jayakumar, Head of Starlink India, and Shri Manoj Ladwa, Government Affairs Strategist and Chairman of the India Global Forum.

The discussions took place at the Mantralaya in Porvorim, in the presence of IT & Tourism Minister Shri Rohan Khaunte and senior officials.A follow-up meeting, led by Minister Shri Rohan Khaunte, involved key officials including Chief Secretary Dr. V. Candavelou, Director of Information Technology Kabir Shirgaonkar, Secretary for Science and Technology Pravimal Abhishek, and representatives from relevant departments, along with the Starlink team.The engagement focused on leveraging Starlink’s advanced satellite technology to provide seamless connectivity in remote villages, coastal and fisheries communities, schools, health centres, and other hard-to-reach areas. This initiative aligns with Goa’s priorities to enhance rural networks, support industrial and electronic manufacturing clusters, improve last-mile fibre coverage, modernise maritime operations, and bolster the digital nomad ecosystem.Chief Minister Dr. Pramod Sawant stated: “Starlink’s proposed entry into Goa represents a significant step towards achieving universal high-speed internet access.

This collaboration holds immense potential to transform key sectors such as rural connectivity, health, education, tourism, maritime operations, and disaster management, empowering communities and driving inclusive growth under our Digital Goa vision.”The discussions underscore Goa’s commitment to fostering innovation and resilient digital infrastructure, positioning the state as a leader in technology-enabled development.
