The Goa Human Rights Commission (GHRC) has taken suo motu cognizance of media reports alleging that male students walked in underwear as part of a cultural event at Goa University. The Commission has issued a formal notice to Vice-Chancellor Harilal B. Menon, directing him to submit a detailed reply by July 23, 2025.

The incident reportedly occurred during a competitive segment called “Third Degree” at a recent university cultural festival. Several students and attendees are said to have raised concerns about the event, citing discomfort and a possible breach of student dignity. In response, the university has initiated an internal inquiry, and the matter is expected to be reviewed at the next Executive Council meeting. The GHRC is examining the issue from a human rights and student welfare perspective and is monitoring the university’s handling of the case.
