
In a significant ruling, the Goa Human Rights Commission (GHRC) has directed the Village Panchayat of Socorro (VP Socorro) to withdraw its eviction notice issued on December 24, 2025, against the family of an accused in a minor rape case.
The Commission held that the notice had no legal standing under the Goa Panchayat Raj Act, declaring it “bad in law” and beyond the jurisdiction of the panchayat. The GHRC emphasized that local bodies cannot take punitive actions that infringe upon fundamental rights or bypass due legal process.
The order mandates the immediate removal of the eviction notice within 48 hours and requires the panchayat to submit an action-taken report within 15 days. The decision has been welcomed by rights advocates as a reaffirmation of procedural fairness and the protection of citizens’ rights under the law.
