NGT Raps GCZMA Over Sand Mining Clearances

The National Green Tribunal (NGT), Western Zone Bench, has taken strong action against the Goa Coastal Zone Management Authority (GCZMA) for repeated delays and irregularities in granting sand mining clearances. The tribunal imposed a ₹50,000 fine on the authority for failing to file its response within the stipulated time, signaling a renewed push for accountability in environmental governance.

The NGT’s decision comes amid growing concerns over the environmental impact of sand mining in Goa’s coastal and riverine areas. The tribunal noted that the GCZMA had failed to comply with earlier directives to submit detailed reports on sand mining activities and their ecological consequences.

Environmental activists have long criticized the state’s handling of sand mining approvals, alleging procedural lapses and inadequate monitoring. The NGT’s intervention is expected to intensify scrutiny of the process and ensure stricter adherence to environmental norms.

In its order, the tribunal emphasized that delays and non-compliance by regulatory bodies undermine efforts to protect fragile ecosystems. “Authorities must act with urgency and transparency when dealing with matters that affect the environment,” the bench observed.

The fine imposed on GCZMA serves as a warning to other agencies to prioritize environmental compliance and timely reporting. The tribunal also directed the authority to submit a comprehensive status report on sand mining operations and measures taken to prevent illegal extraction.

Local environmental groups have welcomed the NGT’s decision, calling it a crucial step toward sustainable resource management. “This ruling reinforces the need for accountability and transparency in environmental governance,” said one activist.

The GCZMA is now expected to review its procedures and strengthen oversight mechanisms to ensure that future approvals align with ecological safeguards.

As Goa continues to balance development with environmental preservation, the NGT’s action underscores the importance of responsible administration and adherence to legal frameworks designed to protect natural resources.
