Chief Minister Dr. Pramod Sawant has issued a formal statement addressing the ongoing protests related to Section 39(A) of the Town and Country Planning (TCP) Act, urging citizens and legislators to maintain decorum while exercising their democratic right to dissent.
Speaking to the media, the Chief Minister acknowledged that public demonstrations are a legitimate part of democracy but emphasized that they must be conducted peacefully and within the bounds of law. “People have the right to protest, but decorum must be maintained. Taking the law into one’s own hands is not correct,” he said.
Dr. Sawant specifically appealed to protestors and MLAs not to hold demonstrations outside ministers’ residences, citing concerns over personal privacy and public order. He noted that such actions could escalate tensions and divert attention from constructive dialogue.
The Chief Minister clarified that the Section 39(A) matter is currently under judicial consideration and urged all stakeholders to respect the legal process. “Discussions should take place in court, not on the streets,” he added, calling for restraint and patience as the case proceeds.
The statement comes amid heightened public debate over alleged misuse of Section 39(A), which allows certain land conversions under specific conditions. Critics argue that the provision has been exploited to permit large-scale changes in zoning, while the government maintains that it was introduced to help regularize small plots for local residents.
Political observers view the Chief Minister’s remarks as an attempt to balance public sentiment with administrative responsibility. His appeal for calm follows several days of demonstrations across Goa, where citizens and opposition leaders have voiced concerns about transparency and environmental impact.
Dr. Sawant reiterated that his government remains open to dialogue and committed to protecting Goa’s interests. “We are listening to the people. But protests must not cross the line of civility,” he said.
As the issue continues to unfold, the Chief Minister’s statement underscores the importance of maintaining democratic principles while ensuring that governance and public discourse remain respectful and lawful.
